CS Executive Tax Laws: Income Tax and GST for Group 2

Tax Laws in the CS Executive Context

Tax Laws is Paper 6 in CS Executive Group 2. Unlike the deep tax treatment in CA or CMA, CS Executive Tax Laws tests conceptual understanding and application rather than complex numerical computation. The emphasis is on knowing what applies, when it applies, and what a Company Secretary needs to advise on — not on computing precise tax liability to the rupee.

This practical orientation means CS students who understand the tax framework and can apply it to corporate scenarios score well, even without the calculation depth that CA Intermediate Taxation demands.

Paper Structure: Income Tax + GST

SectionMarksFocus
Part A: Income Tax Law60Framework, residential status, heads of income, deductions, corporate taxation basics, TDS obligations
Part B: Goods and Services Tax40GST structure, supply, registration, ITC fundamentals, returns, e-way bill

Income Tax: What CS Executive Actually Tests

TopicCS Executive Depth
Residential StatusDetermine resident/NR/RNOR status; scope of total income for each category
Heads of IncomeSalary (perquisites, allowances), House Property (NAV, deductions), PGBP (key disallowances), Capital Gains (classification, indexation), Other Sources
Corporate TaxDomestic vs foreign company tax rates, MAT applicability (concept), new corporate tax regime (115BAA)
TDS for CompaniesKey TDS sections relevant to companies — 192 (salary), 194 (dividend), 194C (contractors), 194I (rent), 194J (professional fees); rates and deposit timelines
DeductionsChapter VI-A deductions — 80C, 80D, 80G, 80JJAA (new employment deduction for companies)

GST: What CS Executive Actually Tests

  • Constitutional Framework: Why GST needed a Constitutional amendment; dual GST structure — CGST, SGST, IGST, UTGST; GST Council composition and powers
  • Supply: Section 7 — meaning of supply, composite supply vs mixed supply, Schedule I (deemed supply without consideration), Schedule III (activities neither supply of goods nor services)
  • Registration: Threshold limits (₹40 lakh for goods, ₹20 lakh for services in most states), mandatory registration scenarios, voluntary registration
  • Input Tax Credit: Eligibility conditions, blocked credits (Section 17(5) list), matching concept
  • Returns: GSTR-1 (outward supplies), GSTR-3B (summary return), GSTR-9 (annual return) — what each contains and due dates
  • E-Way Bill: When required (goods over ₹50,000 in value), who generates, validity, exemptions

High-Yield Areas: Focus Here First

Income Tax high-yields for CS Executive:

  • TDS rate table for key sections — tested as MCQ or short questions consistently
  • Capital Gains — short-term vs long-term asset classification, exemptions (Section 54/54EC)
  • Perquisites in salary — what is taxable, what is exempt, valuation of accommodation perquisite
  • Corporate tax rates — domestic vs foreign, MAT concept (Section 115JB), new regime (115BAA rates)

GST high-yields for CS Executive:

  • Blocked credits — the Section 17(5) list must be memorised completely
  • Place of supply rules — interstate vs intrastate determination for common services
  • Composition scheme — who can opt, rates, restrictions, Form CMP-01
  • GST on imports — IGST on imports, customs duty + IGST combination

💡 Tax Laws is updated every year with Finance Act and GST amendments. Use the e-mentor test series specifically for Tax Laws — questions are updated to the relevant exam sitting's applicable rates and provisions. Attempting questions from last year's rate tables is a common source of avoidable errors. Access updated Tax Laws tests at e-mentor.xyz.

Preparation Strategy

Given the CS Executive context, theory understanding and application matter more than computation accuracy. Spend 60% of your Tax Laws preparation time on Income Tax (larger section) and 40% on GST. Within Income Tax, prioritise TDS provisions and corporate tax framework — these are the areas most directly relevant to a Company Secretary's responsibilities and appear most frequently in questions. Within GST, the supply and ITC chapters carry the most marks in virtually every sitting.
